The Institute of Family Planning and Eugenics Science of PLA of Xijing Hospital, the Fourth Military Medical University was founded in 2004, which consists of a broad array of doctoral degree-conferring disciplines or departments, including pediatrics, gynecology, urology (male reproduction),pediatrics cardiovascular surgery and clinical molecular biology research center, etc.
The institute possesses a highly qualified faculty of technical expertise. There are 3 experts with the special government allowances awarded by the State Council, 6 PhD Candidate Supervisors, 12 master student supervisors, 11 post-doctors and 35 doctors. It has 4 care units, 7 endemic areas and 6 research centers, which covers a total area of nearly 17800 m2 (out-patient and emergency clinic: 1360 m2, endemic areas: 14700 m2, laboratory: 2740 m2). It holds 375 beds and possesses more than 500 equipments with a value of more than 10000 RMB. The value of all the specialized equipments is up to 65 million RMB. The institute always works on the principle of "be loyal to the army, on behalf of the soldiers and serve the society", and endeavors to meat people's requirements on family planning, eugenics and reproduction health preservation. It persists on the research orientations of the prevention of severe birth defects and reproduction health preservation, enabling the formation of distinctive advantages and features in the arena of early diagnosis and prevention of infectious disease among women and children, hereditary disease, congenital heart disease, malignancy, and male sterility. It is the first to develop the intervention technique for the risk factors and birth defects in small-for-gestational age infants, quick detection technique for virus pathogens for respiratory infection among children, and quick diagnosis and treatment techniques for B19 virus infection among children and pregnant women. It first demonstrated that B19 virus infection is an important factors leading to stillbirth and abortion. Meanwhile, it also first reported the gene variation of Chinese strain of B19 virus and successively cloned and expressed B19-VP1 protein and NS1 protein. The institute successfully developed the gene-chip for the detection of infertility and set up the technique for artificial impregnation, tube baby and laparoscope combined with hysteroscope in the treatment of refractory infertility. It constructed and identified phage display library of a single-chain anti-human ovarian carcinoma antibody and initiated the research on the modulation if ovarian carcinoma-associated oncogenes, thus enhancing the cure rate of cancer. It also scored the success in the immunotherapy of pediatric nasopharyngeal carcinoma using autologous dendritic cells, which was the first such experience in China. Moreover, It is the first nationwide to use minimally invasive treatments for children’s congenital heart disease and neonatal congenital heart disease and the first to use the spring-occluder for patent ductus arteriosus. It is the first in China to have expressed, constructed a single-chain anti-human protamine gene and developed new drug on that. It successfully developed the Chinese Medicine "Jia-rong tablet" for preventing climacteric syndrome and osteoporosis and "Shu-qing granule" to cure respiratory infection, which obtained 2 new drug certifications. Since the issue of the 10th Five-Year Plan, it took part in 3 international collaboration programmes, 2 national "863 research programmes" and National 10th Five-Year Plan major scientific and technological issues, 28 National Natural Science Foundation and military or provincial projects, with a total research fund of 15 million RMB. It published 4 monographs as chief editor institution and participated in the compilation of 4 monographs, published more than 450 papers (25 of which are SCI-listed). It was awarded a second prize of National Scientific and Technological Progress and 2 first prizes and 7 second prizes of military or provincial Scientific and Technological Progress. It had trained more than 200 post-doctors, doctors and masters, held 15 international or national academic conferences, and set up nearly 200 technical-service spots. It had appointed 36 batches of medical team of experts and doctors deep down to the basic units of the army and to the poverty-stricken old revolutionary base areas, averaging nearly 30000 persons per year.
